Every city and county must allow at least one ADU on any single-family lot without rezoning or a special-use permit, capped at 1,000 sq ft or 50% of the primary home — whichever is larger (an unusually generous framing; most states use 'whichever is smaller'). Cities retain some control over design and placement but can't impose stricter setback, height, or lot-coverage rules on an ADU than on the primary home. Des Moines had already allowed ADUs (called 'Accessory Household Units') in most residential zones since a 2019 update, ahead of the state law.
